Qatar is undergoing a comprehensive progress testified by many international bodies and institutions which praised the country's progress in economic and social development. This progress was clearly reflected in the Human Development Report 2007/2008, as Qatar ranked 35 worldwide comparing with 46 in 2006. Besides, Qatar came 1st positiion in the Arab world and 24th in the world according to Goldman Sachs economy index as the best favorable climate for growth in the world, outdoing China which ranked 58.

With the impact of the construction and development accelerating pace, the Qatari market began attracting companies and investment bodies as well as labor from all over the world. Under direct guidance from His Highness Sheikh Hamad bin Khalifa Al Thani, the Emir of Qatar, The State adopted a scientific planning for investing and developing human resources, and achieving maximum benefit from national and foreign expertise and competencies through the development of policies, plans for using manpower, and the following up on their implementation.
