It is one of the Labor ministry's administrations. It undertakes the following functions:
- It prepares field studies and research for the labor market regarding the labor capacity, the needs of labor market in different fields and estimates the labor market future needs.
- It implements a coherent database in coordination with the department of information systems regarding the labor market, the current and future needs of such market for the national labor in different fields.
- It prepares the plans regarding the use of the national labor force and follows their implementation.
- It prepares the plans and programs regarding training and vocational rehabilitation and follows their implementation.
- It participates in preparing the Qatarisation policies and the programs regarding the participation of the national labor force and follows their implementation.
- It registers Qataris searching for work and nominates them for jobs suitable for them.
Qatarization
The Ministry of Labor and Social Affairs works in cooperation with other institutions in the country on implementing the country's Qatarization strategy and training and rehabilitating national cadres to participate actively in sustainable and comprehensive development projects and programs. The ministry's programs include preparing training courses at the Institute of Administrative Development supervised by the ministry. This aims at training citizens who desire to work and providing job opportunities suiting their education and abilities, in cooperation and coordination with the state's ministries and private sector institutions.
The institute of Administrative Development plays a major role in the Qatarization process by training national cadres and providing them with all the expertise and skills needed to fill the job positions in the public and private sectors. The institute set an ambitious plan for the year 2008 including the implementation of 117 training programs for citizens from different education levels, in addition to implementing 100 other programs according to government circles and institutions demand.
The Institute of Administrative Development set up an integrated five-year strategy to develop its preparation and training programs for national cadres. This strategy includes a set of basics such as: responding to the need for nationalizing jobs by supplementing state agencies and private sector institutions with qualified and trained national cadres; providing rehabilitation, training and career development programs for state employees and private sector institutions regardless their different administrative levels and job specialization in the field of administrative development; and providing meeting and dialogue opportunities for administrative leaders in the public sector organs through seminars and workshops in order to discuss specific administrative issues and examine the appropriate solutions.
