<div><b>ArticleMainBodyHTML1:</b> <p>Cairo, May 23 (QNA) - The Arab committee on Syria has agreed on the elements that would contribute to the success of the forthcoming Geneva international conference on a political solution for the Syrian crisis.<br />The committee delegated HE the Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani and the Arab League Secretary General Nabil el-Araby to present these elements to the five permanent members of the U.N. Security Council and the U.N.-Arab League joint envoy Lakhdar Brahimi.<br />According to a statement released Thursday after the committee's urgent meeting in Cairo, the elements deal with the Arab vision to handle the Syrian crisis, which will be presented to the conference.<br />The meeting discussed the escalating situation in Syria and the crystalizing of a united Arab stance towards efforts to reach a political settlement for the 2-year crisis in light of the recent political approaching under a U.S.-Russian umbrella. </p>

<p>The emergency meeting of the Arab Committee on the Syrian Crisis began today at the Headquarters of Arab League General Secretariat under the chairmanship of HE the Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani with the participation of Arab League Secretary General Dr. Nabil Elaraby to discuss developments of the situation in Syria in light of the proposed call for holding the international conference (Geneva  2) to hammer out a political solution to the Syrian crisis.<br />The meeting was held at the request of the State of Qatar, the current President of the Arab summit to discuss the latest developments in Syria and efforts to find a solution to the current crisis.<br />The Arab League Secretary-General gave  report  at the meeting on the efforts, contacts and meetings he  held with the Syrian opposition and  the Joint UN-Arab League  Envoy to Syria Lakhdar Brahimi, who participated in the closed consultative session held earlier in the day, as well as the results of consultations with the parties concerned with  the Syrian crisis and the ongoing arrangements for the international conference (Geneva 2), slated for June.<br />The committee is expected to crystallize  the  Arab vision vis-a-vis the Geneva 2 conference and arrangements initiated by Brahimi to prepare for this conference, in addition to the ideas put forward by both the opposition and the regional parties regarding a roadmap to resolve the Syrian crisis.<br />The  Arab Committee on the Syrian Crisis comprises  the State of Qatar (the president), Egypt, Algeria, Sudan, Oman, Iraq and the Secretary General of the Arab League. A number of Arab countries, namely Saudi Arabia, Kuwait, UAE and Bahrain, also joined the Committee.<br />Meanwhile the Arab League Secretary General is holding consultations to convene an Arab League Council plenary meeting at the level of Arab foreign ministers in the coming days to develop the final Arab vision at the Geneva 2 conference.</p>

<p>Foreign ministers of the Arab committee on the Syrian crisis held a closed consultation meeting Thursday at the Arab League's headquarters.<br />HE the Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani chaired the meeting jointly with the Arab League Secretary General Nabil el-Araby and the U.N.-Arab League joint envoy Lakhdar Brahimi.<br />The meeting aims to discuss the developments in Syria and steps that should be taken to deal with them, besides preparing for the Geneva 2 conference, slated to take place in June, and crystalizing the Arab vision to be presented at the conference.<br />Only heads of delegations took part in the meeting, which comes ahead of the opening session of the committee's emergency meeting. <div><b>ArticleMainBodyHTML1:</b> ​Cairo, May 23 (QNA) - Egyptian President  Mohamed Morsi, met  here Thursday with HE the Prime Minister and Foreign Minister, Sheikh Hamad bin Jassim bin Jabor Al Thani, who is currently on a visit  to Cairo .<br />At the outset of the meeting, HE the premier conveyed to the Egyptian president greetings of HH the Emir Sheikh Hamad bin Khalifa Al Thani and HH the Heir Apparent Tamim bin Hamad Al Thani, and their best wishes of progress and prosperity to the Egyptian people.<br />For his part, the Egyptian president entrusted HE the Prime Minister and Foreign Ministern with his greetings to HH the Emir and HH the Heir Apparent, and his wishes of welfare and prosperity to the Qatari people.<br />During the meeting, the two sides reviewed bilateral relations between the two  countries and means of enhancing and developing them in all aspects and discussed regional and international issues of mutual concerns. Hamad bin Ali Al Attiyah met on Thursday with Iraq's Defense Minister Sadun al-Dulaymi, now visiting Qatar.<br />The two sides discussed several issues with a special emphasis on military affairs. A number of senior army officers attended the meeting.<br />The talks reviewed issues of mutual concern in the military arena, HE Maj. Gen. Hamad bin Ali Al Attiyah told QNA after the meeting, which he described as brotherly and serves as continuation of military cooperation.<br />He added that Doha has previous acquaintance with Baghdad in the military side, especially with the Iraqi defense minister and chief of staff, who also attended the meeting. <div><b>ArticleMainBodyHTML1:</b> ​Doha, May 22 (QNA) - HE the Prime Minister and Foreign Minister Sheikh Hamad Bin Jassim Bin Jabor al Thani, presided over the cabinet weekly regular meeting held at its Emiri Diwan premises here on Wednesday. Following the meeting HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah Al Mahmoud stated the following: The cabinet discussed topics on the agenda as follows: First: Taking the necessary measures for issuing the following draft laws after taking note of the thereon recommendations of the Advisory Council: A- A draft law for establishing the health and education fund. B-A draft law for issuing the unified law (system ) for combating dumping and the compensatory and preventive arrangements for the cooperation council for the Arab states of the Gulf (GCC) member states. Such a law would enable the GCC member states to take the necessary measures against dumping and thus increasing imports, the matter which entails damage to any Gulf industry. The provisions of such a law or system will be applicable to practices harmful to the international trade directed to the GCC member states by the non-member states. C-A draft law amending some provisions of the decree law No.(21) of 2006 concerning the private institutions of public benefit. According to such an amendment the institution is to be recorded in a special register to be established for this purpose at the relevant department and that department or organ holds the proclamation of the institution via publishing the document and the statute in the official Gazette.<br />Any amendment in the statute should be recorded and proclaimed. The institution is not allowed to practice its activities before completing the registration and proclaim related measures. Second: Approving the draft law organising the trading and the use of chemical precursors used in the production of narcotic drugs and hazardous psychotropic substances. The draft law aims to firmly control the substances which may be misused in the manufacturing of narcotics and psychotropics and protecting the society of their evils through preventing the turning of chemical precursors to be used in illegal manufacturing of these narcotics and psychotropic substances. Third: Approving the draft decision of the minister of interior setting the electoral constituencies of the Central Municipal Council (CMC) and defining the areas of each constituency and the number of members to be elected of each constituency. The preparation of such a draft decision is for coping the housing drive in several areas and to produce new areas. The draft decision kept on the number of constituencies totaling (29) with adjustable limits of some of them. Each constituency is represented one member chosen by the voters. The draft decision also annulled names of the constituencies (the name of the regions) has replaced it by numbers of constituencies for the presence of a change in the names of some of the regions, and the inclusion of the one constituency for more than one region.<br />Fourth: Approved a draft decision by the Minister of Awqaf and Islamic Affairs amending some provisions of decision No. 24 of 2001 establishing sections at the administrative unites of the Ministry of Awqaf and Islamic affairs and defining their functions. According to this amendment Qatar Islamic Cultural Centre is to be renamed Sheikh Abdullah bin Zaid Al Mahmoud Cultural Islamic Centre. Fifth: The Cabinet reviewed the following issues and took the appropriate decisions thereon: 1- A letter by HE the Minister of Business and Trade on: a- A draft law amending some provisions of decree-law No. 29 of 1966 organizing Qatar's sea ports. As per the amendment, goods and containers, which remain in the warehouses and yards of the port for two months after the arrival of the ship transporting them without being withdrawn, or one month without being re-exported, shall be sold off in public auction. b A ministerial draft decision regulating the sale of unclaimed goods in public auction. The draft law dealt with the rules related to goods that are sold off in public auctions, and the establishment of a public auction sale committee, its term, functions and the measures it follows regarding the sale of goods in public auction, goods delivery and levying of ground fees. 2- A letter by HE the Minister of Public Health and Secretary General of the Public Council of Health on the annual report of the Public Council of Health for 2012. The reports aims to shed light on the plans and projects of the health sector during 2013/1014 and its achievements of last year during which two new hospitals, a cancer diagnosis centre and a research centre were opened. Plans are under way for the opening of 9 additional hospitals, two facilities for diagnosis, research and treatment, 18 primary health care centres and two units affiliating to the general medical commission.(END)</div>

Addressing the opening session of the 4th Munich Security Conference (MSC) Core Group Meeting, HE Sheikh Hamad bin Jassim bin Jabor Al Thani said ''we gather here in Doha at the crossroads between East and West, amidst a world, a region experiencing dramatic and profound change. We are seeing a new world order emerge, with power shifts apparent and a wide variety of state and non-state actors influencing events that affect us all. ''This is no more evident than here in the Middle East. These evolving political dynamics brings additional complexities, but also many opportunities, if enlightened self-interest becomes the shared goal of all. ''Over two years ago, rumblings heard over many decades became a wave of popular sentiment crashing over accepted orthodoxies. The Arab Spring was an unforeseen political catalyst for many leaders and, its effects are not reversible nor is its impact complete, HE the Prime Minister and Foreign Minister said. But, what is clear is that such political development must work in concert with, and in league with economic and social development. It is as much a culture as it is a system,&quot; Sheikh Hamad bin Jassim said.<br />HE the Prime Minister and Foreign Minister reviewed the experience of the State of Qatar of investment in the country and people, saying that political empowerment cannot come at the expense of economic empowerment, for economic empowerment and education serves to support and foster stable political development. ''This is the path that HH the Emir, Sheikh Hamad bin Khalifa Al Thani, has set and it is a path we are pursuing with commitment and vigor. But, you cannot uphold domestic stability without also securing regional stability. And regional stability is more precarious than ever,&quot; HE the Prime Minister said, stressing that the State of Qatar believes in development, progress, respecting the will of the people and peaceful co-existence and stands on the side of progress, economic and social development and the people. HE the Prime Minister and Foreign Minister pointed out that all nations must respect that there are different models of development while all must see that the pursuit of progress is the best path to take. He said &quot;We will never support a government of one political view. We support countries, not solely the government of the day. When governments change through an electoral process, our support will not alter. We support the rights of all people to live in freedom and dignity, because that, alongside economic development is the best path to stability. &quot;While we seek to boost development, and mitigate internal strife in vulnerable states, there are three areas of conflict that area of most pressing concern for international policy makers working for regional security, and of which, this meeting explores two. &quot;First there is no doubt that today, the region is faced with one of its gravest moral and humanitarian challenges. The situation in Syria is deeply disturbing and its ramifications absolute from Turkey and Jordan to Lebanon and Iraq, to the whole wider region. If we do not act to prevent the ongoing escalation of conflict, the whole region risks being pulled into protracted instability. The historical currents rising to the fore, the savagery we are witnessing could be fatally undermining to a regional on the cusp of change. So we, alongside our allies, are working to arrest this acute decline and find workable solutions to pull Syria back from a near terminal state, HE Sheikh Hamad bin Jassim said. He explained that there is much discussion on the steps that should be taken, saying &quot;I am not necessarily advocating military action, but inaction is not an option. I believe we can resolve this situation if all nations act in the common interest; seeking a Syria that is stable, that respects and accounts for the rights of all who live there.&quot;<br />HE Sheikh Hamad bin Jassim bin Jabor Al Thani said &quot;Secondly, the alleged pursuit by Iran for a military nuclear capability still occupies the minds of many in the region and anyone with an interest in its stability. In Qatar, we have maintained good relations with Iran; we have understanding build on mutual respect. &quot;But none of this negates a primary goal for Qatar - to ensure the region remains free of nuclear weapons. This is fundamental to long term stability. I would fear for the future for all states in the region if one were to obtain nuclear weapons, not least for the arms race that would ensue. &quot;We should not forget that freeing the region from nuclear weapons should include Israel's removal of its nuclear arsenal so that we can ensure the stable and secure future to all states in the region. Otherwise, the adverse consequences of the nuclear arm's race with remain.&quot; HE the Prime Minister and Foreign Minister said officially, Iran states that a military nuclear capability is not its goal. I sincerely hope that is the case. But, I believe, the only way we can hope to resolve this issue definitively is through dialogue - by all concerned parties sitting together to resolve and address concerns. ''These discussions must be serious. They need not be public, but they must have a timetable. We must create a sensible imperative to act and an effective incentive for peaceful resolution. We do not wish to see conflict occur, and neither should any other member of the international community. The economic impacts, including to energy supply, should alone be sufficient to guide policy makers from beyond the region in their dealings. ''But, I accept like we all do, that a nuclear free region is a redline, and it is redline that we should all strive, with every sinew and with every diplomatic tool available to avoid being crossed. On the Arab-Israeli conflict HE Sheikh Hamad bin Jassim said ''But when we talk about long term regional stability, long term peace in the region we can't also ignore the stalled peace process between Israel and Palestine.&quot; &quot;Israelis and Palestinians deserve to live in peace to have their right to exist respected and to have full sovereignty over their affairs. That is why we are supporting the reinvigoration of the Arab Peace Initiative and will work with all actors in pursuit of a goal all should endorse; peaceful co-existence,''. &quot;Secretary Kerry sees the window of opportunity on a two-state solution closing, it is a view we share. We all know what the solution is and we must all do what we can to deliver this. The process is not straightforward, but we must not be overawed by the challenge. &quot;Today, our future is more intertwined than ever, something the Munich Security Conference, in its 50th year, reflects in its composition and mission. And it is why we are hosting this Core Group Meeting here in Doha. Events in one part of the world will often affect all others&quot;<br />HE the Prime Minister and Foreign Minister said &quot;Many leaders have said this before me, but there is no more important value to inform relations between countries; that of co-operation. No country in this century can stand alone, no matter how powerful it may be. The present threats and problems transcend national borders. Isolation is not an option. For, there is no problem we can solve alone, but there is no problem we can't solve together. It is why the State of Qatar is so committed, not only to the key global multilateral institutions, but also why we actively participate in our key regional organizations. Not just to the Gulf Co-operation Council, but also through the League of Arab States. By engaging through these organizations and reinvigorating them to pursue goals of mutual interest, in particular regional stability, we can help ensure that we can deep our region on the right path, during a turbulent period.&quot; &quot;The Arab League has been at the forefront on action on Libya and Syria, while the GCC played a key role in the stable transition of power in Yemen. These are essential institutions to the on-going stability of the region. They reflect the greater need for co-operation in a more diffuse, multi-polar global power architecture. &quot;And, new technologies are only serving to magnify this connected and interrelated nature of our world. The rise of the internet of a new digital age, is changing and will change, the world in most dramatic ways. We are witnessing the rise of a global consciousness, a global populace and potentially informal global polity. &quot;It offers great opportunities for engagement, information sharing for collective improvement. But it also offers significant threats through new forms of warfare and as a tool to divide and inflame tensions. Yet, if we all, as people in positions of authority and influence, respect peoples' will and work for the principle of shared progress, we can harness these new forces to amplify and enhance progress drawing people out of poverty and giving all opportunities and dignity.&quot; He added that the Munich Security Conference has gathered together an impressive array of contributors, all of whom wield influence over global affairs and can provide unique insights into these shared challenges. From managing the fallout of the Arab Spring to addressing the humanitarian catastrophe in Syria, from upholding the nuclear non-proliferation regime to managing energy and resource security, everyone in this room can contribute to informed collective policymaking. &quot;Through all these, the key role of co-operation, both regionally and globally, points the way to resolution. <div><b>ArticleMainBodyHTML1:</b> ​Doha, May 20 (QNA) - HH the Emir Sheikh Hamad bin Khalifa Al Thani attended this morning at the Ritz Carlton Doha Hotel, the بfirst session of the Doha Forum and Enriching the Middle-East's Economic Future Conference, in the presence of Heads of State, heads of delegations and guests participating in the Forum.<br /> The Opening session, entitled ' Visions for Regional Peace, Stability and Development',  was attended by HE the Prime Minister and  Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani, HE the Chairman of the Administrative Control and Transparency Authority Abdullah bin Hamad Al-Attiyah and a number of Sheikhs and heads of diplomatic missions accredited to the State of Qatar.<br /> Addressing the session Britain's Former Prime Minister Gordon Brown referred to Qatar's active role, under the leadership of HH the Emir Sheikh Hamad bin Khalifa Al Thani,  in bringing peace and stability in the region and its efforts and development plans for the welfare of its citizens as well as for helping other countries in need.<br /> Brown reviewed the financial and economic challenges which has been taking place in the world. However, he predicted that the region, over  the next two decades, will see an economic boom and an increase in the growth rate, which will apply to the whole world.<br /> To achieve all that, more cooperation and interdependence among all nations is needed for the benefit of the region and the world at large, he added.<br /> He also touched on the importance of financing infrastructure plans and projects in the region, helping the youth and removing all obstacles  in order to achieve the desired economic prosperity. <div><div>For his part,  Vice President of the Republic of Argentina Amado Boudou underlined the need for concerted international efforts for achieving a global financial structure to bail the world from the current financial  and to provide at the same time  economic opportunities for all.<br />      In a speech he delivered at the first session of the Doha Forum Boudou said the world is in need of new ideas, sustainable and graded growth for the benefit of all countries and peoples, pointing out that such ideas and growth would contribute positively to  the attainment of peace in the world.<br />    He called for the improvement of incomes and the diversification of economic resources of the different countries, but he saw that some countries do  not accept new things that can help in their economic prosperity because they are closed, while other countries, including Qatar and some Latin American countries, are open in their quest towards a prosperous and bright future for themselves and for other regions of the world.<br />     The Argentine official  demanded an end to austerity policies in order to overcome the economic crisis and bring about the required economic transformation, to address the issues of debts and unemployment, especially in developing countries. He also called for what he termed a new financial and economic architecture through which resources are optimally used to face the consequences of the financial crisis, citing  in this respect, the policies and plans adopted by Qatar to realize  the welfare of its citizens and to achieve peace and economic development at the international level.<br />   He pointed out that there are a lot of golden opportunities that should be seized, expressing belief that   the Doha Forum is a great opportunity for adopting such kind of policies and programmes that promote confidence in the efforts that are being pursued and are reflecting positively on  all human beings</div>
<div><div>Addressing the session, Former Prime Minister of France, Francois Fillon Lauded the Qatari model of development, pluralism and contribution to facing international challenges.<br /> Qatar has developed a distinctive model, established the choice of pluralism and got strongly involved in the different global challenges like climate change, sustainable development and others, he said adding that it opted for preserving its identity and enhanced the principles of dialogue.<br /> Pointing out that the Doha Forum is being held amid difficult regional and international circumstances,  Fillon called for cooperation and partnership in order to meet the various financial and political challenges as well the crises in the Middle East.<br /> In this context he called for a quick solution to the Syrian crisis and for the convening  of the proposed international conference, which he considered, the last chance to end the fighting in Syria.<br /> He stressed the importance of the proposal put forward by Gordon Brown, former British Prime Minister for the establishment of an Arab financial structure to strengthen partnerships among regional countries and to be an engine for future joint investment policies.<br /> The Former French Prime Minister pointed to the European cooperation for addressing the financial crisis in the euro zone, stressing that cooperation and dialogue is the only way to face international challenges.<br /> For his part, the Chairman of the Munich Security Conference, Wolfgang Ischinger, hailed the Doha Forum and the keenness on holding it every year, and praised Qatar's positive role in the international fora.<br /> In his address before the session, Ischinger focused on the Syrian crisis and the Palestinian issue, calling for effective international action to promote peace and security in the region.<br /> He also called on the European Union to play an active political role and open channels of dialogue with all actors for the resumption of the Middle East peace process. <div><b>ArticleMainBodyHTML1:</b> ​Doha, May 21 (QNA) - HH the Emir Sheikh Hamad bin Khalifa Al Thani held a session of official talks at the Emiri Diwan premises here on Tuesday with the President of Senegal Macky Sall.<br />The session was attended by a number of their excellency the Ministers.<br />While attending the talks on the Senegalese side, were the members of the official delegation accompanying President Sall.<br />During the talks, the two sides discussed bilateral ties and means to bolster and enhance them in addition to reviewing a wide range of international issues of mutual concern.<br />Then HH the Emir hosted a luncheon banquet in honour of the Senegalese President and his accompanying delegation.<br />A red-carpet reception ceremony was accorded to the Senegalese President who arrived at the Emiri Diwan minutes before the talks kick off.
